Is there a circuit disconnect when a USA municipality issues a contract to spend 1.3 billion taxpayer dollars to employ workers in another country while at the same time political activists march in protest to seek jobs in the same municipality?
The Chicago Tribune contained two articles on Sunday, July 8, 2018.
One article titled, CTA deal tops agenda as Emanuel heads to China, reports this statement made by the Mayor about the USA and China Tariffs, “I don’t know where this is going, this dispute, I don’t.” So he and he and his staff, and three aldermen fly off to China this weekend.
The other article titled, Demonstration closes Dan Ryan,( a major expressway into Chicago) as promised, reports marchers focusing ”designed to focus a spotlight on crime, joblessness, and poverty plaguing city neighborhoods.

What’s My Point?
Another election is coming up for the Mayor who has disconnected himself from President Trump circuit to bring jobs back to the USA. Chicago at one time was one of the greatest manufacturing hubs in the world.
In My Opinion
Going to China to find out something about the contract which tariffs should have no effect on the contract if it was wisely made. Tariffs are paid by the buyers unless the contract was agreed or arranged for payment of a firm dollar amount or an F.o.b.Des. Price by the buyer to include all costs being borne by the seller, or exporters when they ship goods and services into another country.
If the contract was issued properly, it would have been for a firm amount in USA dollars and not subject to any cost increases.
If China will not absorb the tariff costs, allow them to either cancel or build a plant in Chicago to manufacture the CTA cars in Chicago where his constituents are marching in protest for jobs.
That’s what China does to every seller who wants to sell their products in China. They make them build it in China.
Is there a circuit disconnect in the USA going on in communications between politicians in our nation?
Or is there a circuit disconnect in the minds of politicians of which workers they represent or are concerned about or are supposed to be represented when they are elected by voters in their municipalities or countries?
