Is it legal for USA taxes to be used to begat or abort babies in foreign countries?

The Chicago Tribune article titled: Op-ed: The global gag rule has been imposed and repealed 7 times. That’s the problem with executive orders, reported this statement:

“Let’s consider, for a minute, the “global gag rule,” which President Joe Biden repealed on Thursday. That’s the policy, beloved by many Republicans, that bars U.S. aid from going to nongovernmental organizations abroad that offer abortion services, counseling, referrals or advocacy.”

The Purpose of This Post

Is to relate an ancient wisdom proverb and idiom to the issue x a 1976 USA law to prevent Federal Government from using taxpayer funds to fund abortions in the USA but make it possible to use in foreign countries.

King Solomon

What’s My Point?

The article explains how gag rules keep changing back and forth each time a different political party President is elected.

The issue of abortion is contrivers in the USA for various reasons, too many to discuss on a blog. However, in 1976 Conges passed a Hyde Amendment to prevent federal tax dollars to be used for abortions.

My point is if an issue is controlled by Congress in the USA, why would it not be controversial in foreign countries. For example, if used by foreign government for population control of undesirable in their nation?

The Hyde Amendment restrictions do not apply to States. For example, in Illinois a Republican governor approved the use of Illinois tax funds to be used for abortions and lost the next election.

Was  his reason for doing so was that it is less costly to abort a minority baby than to provide subsidies for the next 18 years of life?

In My Opinion

If my opinion is correct, is using Federal tax funds to abort foreign babies a form of pouring vinegar on an open wound in terms of foreign relations?

Or should the USA follow the wise advice of King Solomon for foreign relations which is to feed our enemies because by doing so, it will serve to pour hot coals on the heads of the leaders who hate the USA according to an idiom “

“If we are smart, you will not bite the hand that feeds you.”

Or in other words, is it better foreign relations to feed both friends and enemies instead of killing them.
