What percentage off criminals were on drugs when they committed crimes?

The Purpose of This Post
Is to relate ancient wisdom verses to this conundrum for news sources to consider when they report news about criminals without the motives or the significant facts that pertain to the root causes of the crimes.

What’s My Point?
What good does it do for society and community when we read news reports every day about criminal actions that occur and never investigates or winnows out the action; motives for the criminal acts.
For example, a significant percentage of criminals are high on drugs when the commit crimes. However, activists focus on guns, mental illness, poverty, education, jobs, single family households, etc., as root causes of crimeless being high on drugs, or involves drug dealers’ wars for illegal drug profits when they commit crimes.
My point is, that if, “the civic purpose of journalism is to provide people with the information, they need to be free and self-governing, “but the news reports do not provide the criminal motives, then Mark Twain’s 1863 following statements are true.
“A newspaper is not just for reporting the news as it is, but to make people mad enough to do something about it.”
“If you don’t read the newspaper, you’re uninformed. If you read the newspaper, you’re mis-informed.”
In My Opinion
I read an article that I cannot verify that the 18 Texas Uvalde school shooter mother has drug issues. Whether the article is fact, rumor, or gossip, I have no way of knowing.
However, if it is true, there is a possibility that the shooter was high on drugs which may have been a factor in his shooting his grandmother, crashing his vehicle on route to the school, and perhaps motivated his actions.
While gun availability, poverty, mental issues, etc can also be valid factors, in my opinion, we need to focus more on drugs which has been proven scientifically to induce mind alternating conditions for addicts while committing crimes and last for their entire lifetimes.
In other words, the USA 50-year war on drugs has been a total failure based on the current illegal drugs being shipped into the USA by cartels.
In my opinion, the news sources need to return to the purpose of journalism to inform readers of the truth and scope of the effect of the significant rates of crimes being committed by drug users.
Perhaps it might be wise to just supply free recreational drugs to all drug addicts if they are willing to receive treatments to hopefully restore their minds, and /or prevent needs and motivations to commit crimes to feed their drug addictions.
As for costs, I read another article of how much in time spent arresting drug dealers is spent by police to arrest and jail what a DuPage Illinoi Sheriff statement that 80 percent of the inmates in his jail on on drugs

If after reading, is it time for the USA to surrender and end the war on drugs after 50 years of total and dismal failure.
Was it wise for government legislature to approve the use of recreational marijuana which in effect will only serve to introduce more people to use recreational drugs in the USA over time and add to the current higher rates of road deaths which were predicted that are now occurring in USA?
Is it wise or foolish for news reporters to ignore that truth that illegal marijuana sales and profits have risen in direct correlation to legal sales in billions of dollars even though legal sales was presented to remedy the sale of illegal recreational marijuana, and other illegal hard drugs profits for illegal sellers/?
Would the following King Solomon observation about investigative news reporting in the USA measure up to our current news report sources?
